She served as a federal grants evaluator (Panel Chair) for the U.S. Department of Education from mid-1995 through present. Elinor had an outstanding working knowledge of the grants process, including how to write a grant proposal, how to analyze a grant request based on pre-specified criteria and can express her evaluation clearly. That knowledge of grant operations and analysis gives her keen insight in evaluating the strategies and operating plans of non-profit and for- profit business units.
